Could this child be autistic? PLEASE HELP?

This child is a child of a close family friend. He is three years old this past May, doesn't talk and pronounce words. He is moving at a VERY slow rate. When you talk to him, he doesn't talk back and if he does, they are just babbles. Also, he jumps up and down in place and clenches his fist quickly back and forth while he does this. He is not yet potty trained either, he cannot accept the fact of using the toilet. He has moments when he just stares at things for a long period. He also walks with both his feet pointed outward. Do these symptoms sound autistic to you?
