Does a Hobby RC Car count as an Electronic?

I am Brazillian, and I own a Traxxas Stampede that I want to bring back to Brazil with me but they won't let you bring more than 500 dollars in electronics so I wanted to know wether the Stampede counts as an electronic or would it just be considered a toy according to Brazillian law. PLEASE HELP!!!!!!
